Dr Richard Lowes

Hi. I’m Richard, an energy policy professional with internationally recognised expertise in the technology and policy associated with clean heating and cooling. I’ve spent the vast majority of my career working on heating and gas in the UK and my work since 2014 has been independent from industry interests.

I work at the University of Exeter and at independent global energy policy NGO the Regulatory Assistance Project (RAP); at RAP I coordinate much of our heating work. I am an advisor to the Scottish Government’s heat in buildings programme board, and a fellow of the Energy Institute and I’m also an expert advisor to the House of Commons Environmental Audit Committee. I co-lead the Public Policies Working Group of the International Clean Heat Forum, part of United Nation Environment Programme’s Global Alliance for Buildings and Construction.

I have experience in utilities, academia, government and NGOs. In recent years, the the general interest in heating and gas has grown significantly as the world looks to limit its use of fossil fuels and I have frequently appeared as an independent voice in the media.
